Ms. Baylor represents individual clients as well as large municipal and corporate clients. Based on the variety of her legal practice, she is able to provide cutting-edge strategic administrative and corporate solutions along with aggressive and innovative litigation. She has extensive knowledge in the areas of administrative, regulatory, corporate, trade, employment and real estate law.
Before forming Baylor & Jackson, Ms. Baylor was the General Counsel of Holloway & Co., LLC. As General Counsel, Ms Baylor represented the company in numerous employment litigation and contract disputes before the DC Superior Court, the US District Court for the District of Columbia, and the American Arbitration Association (AAA. In addition to her litigation, she represented the company in arbitration, mediations and settlement negotiations. Ms. Baylor also drafted and negotiated all real estate and business contracts, ensuring regulatory compliance.
Prior to Ms. Baylor's position at Holloway and Co., she was with the international law firm of Dorsey & Whitney, LLP where she focused on Dorsey's international trade and corporate groups. Her practice concentrated on trade-related litigation, intellectual property litigation, advising multinational companies in areas of international trade and customs as well as providing corporate legal advice to clients ranging from small start-ups to Fortune 500 companies. Ms Baylor represented clients before the United States International Trade Commission and other federal and administrative courts in anti-dumping and countervailing duty cases, as well as proceedings involving imports alleged to be infringing intellectual property rights. Over the past 19 years, Pamela Lewis Ashby, JD, SPHR, has practiced law and functioned in progressively more responsible human resources roles both in the private and public industries. Throughout her career, Pamela has had the opportunity to train a wide variety of audiences on topics including Americans with Disability Act, Developing Defensible Work Rules, Workplace Harassment, Sexual Harassment, Corporate Compliance, FLSA Compliance, Diversity, and, EEO Compliance. She has served on several Committees charged with providing legal and human resources expertise and guidance on workplace issues confronted by every employer. She obtained her certification as a Senior Professional Human Resources (SPHR) in 2004.
After law school, Pamela began practicing law in Baltimore City. She continued practicing until accepting a judicial clerkship in the Court of Special Appeals of Maryland under the Honorable Robert M. Bell, now Chief Judge of the Court of Appeals of Maryland. Pamela also had the distinct honor of completing a subsequent, short-term judicial assignment clerking in the Court of Appeals of Maryland under the late Honorable Harry A. Cole. |

Ms. Jackson represents a diverse group of clients with legal needs in the areas of corporate, administrative and real estate. She also has extensive experience in providing legal assistance to emerging businesses, regulatory compliance as well as continued accomplishments in litigation. Before forming Baylor & Jackson, Ms. Jackson was an attorney at the Federal Election Commission (FEC).
At the FEC, she worked on United States Presidential, Senatorial, and Congressional campaign finance issues, including but not limited to, Gore 2000, Inc., McCain 2000, and 1996 Dole/Kemp. While at the FEC, she wrote numerous briefs and presented multiple oral arguments to the Commission in support of recommended actions in executive session meetings. She conducted investigations that included interviews and preparation of subpoenas. Additionally, Ms. Jackson was responsible for negotiating and conciliating cases with respondents and opposing counsel. She researched, analyzed, and prepared legal comments for internally generated presidential audit referrals.
Prior to her position at the Federal Election Commission, Dawn Jackson worked for the Honorable Henry H. Kennedy, Jr. at the United States District Court for the District of Columbia. While in this position, Ms. Jackson researched and assisted in drafting opinions and court orders. |
